Presentation by TAC Chair Emil Javier at the Synthesis Group meeting in Sonning, UK in early October 2000, and later distributed at CGIAR International Centers Week 2000. It supplements TAC's paper for the Synthesis Group, Implications of the New CGIAR Vision and Strategy for Structure and Governance.The paper consists of sixteen propositions. It suggests that two of the seven planks proposed in the TAC vision statement entail changes in structure and governance: the people and poverty focus, which requires a more regional, decentralized approach to research planning and priority setting; and bringing modern science to bear on CGIAR objectives which had different implications depending on the aspect of science involved.
