Description Summary record of the Thirteenth Meeting of TAC at IRRI in the Philippines, 8-13 May 1976. M. S. Swaminathan presided in the absence of the TAC Chairman. TAC members commented on the draft quinquennial review of CIMMYT. Among the issues addressed were the division of labor on barley with ICARDA, integration of triticale into the CIMMYT core program, breeding for general adoption as opposed to specific agroecological conditions, the regional services program, and cash flow problems. A final version, revised in the light of TAC member comments, would be considered at the next meeting. TAC unanimously endorsed the revised report of the quinquennial review of IRRI, for transmittal to the Consultative Group. TAC endorsed, with minor changes, a draft priorities paper revised by the TAC Secretariat. The discussion concerned mainly additional topics for research which were already being explored by TAC. The paper would now be sent to the CGIAR for consideration in July and to the system review committee.A cooperative network for research on the water buffalo, as proposed by the TAC expert consultation in March 1976, was recommended to the CGIAR for three years initial support, with FAO as the implementing agency (Annex III). TAC asked for a special mission on vegetable research to make specific proposals for it to consider in early 1977 (Annex IV). After meeting with the director general of IFDC and receiving a report from its subcommittee on grain legumes and plant nutrition, TAC proposed additional actions related to organic fertilizers. TAC heard progress reports on the CGIAR system review, soybeans, aquaculture, and the quinquennial review of CIP. A joint meeting with center directors addressed work with advanced institutions, donor relations, and cooperation among centers. TAC was briefed on the U.S. National Academy of Sciences World Food and Nutrition Study. It reviewed and made comments on the program and budget proposals of the IARCs
