The Minutes of the CDC held at IITA Ibadan in parallel with the TAC meeting in June 1981 record extensive discussion with TAC and the CG Secretariat on Annual workplans and budgets, funding shortfalls and their impact on center activities affecting centers’ ability to discharge their responsibilities to developing countries. A number of key points from the CGIAR Review are highlighted and include program focus, the role of IARCs in technical assistance; crop focus, factor research, avoidance of overlaps in IARC activities, accountability of Boards, TAC quinquennial reviews, and consideration to also include management reviews of centers in future. Other topics recorded in the minutes relate to long range plans, plant breeders rights and free access to germplasm, plant nutrition and pest management research in the CGIAR, ensuring the competitiveness of international staff salaries, IFPRI’s role in policy research and its interface with other centers, policies and programs of ISNAR, coordination of center activities in Southern Africa and the decision to launch an award for scientific work done at IARCs in 1982.
