Letter dated May 8, 1989 from CGIAR Chairman W. David Hopper to heads of delegations to the CGIAR, also distributed to the Group more broadly. The letter anticipates some of the topics to be addressed at the Mid Term Meeting scheduled to take place in Canberra in May-June 1989. The letter described the latest FAO projections of world food supply, and the growing concern with protecting natural resources.Donors were asked to propose topics for the first executive session of donor representatives scheduled for Canberra. While that session was to be unstructured, Hopper foresaw consideration of financial requirements, future directions including forestry, and relationships with national systems. The Chairman also pointed to WARDA's need for capital to establish its new headquarters in the Côte d'Ivoire. He described the burden placed on the stabilization mechanism by the strengthening exchange rate for the dollar.
