Description External program review of IITA conducted in late 1989 and early 1990, concurrently with an external management review, by a panel chaired by J. R. McWilliam. The document contains a summary of the CGIAR discussion of the two reviews at its meeting of May 1990, transmittal letters from the panel chair and the TAC chair, comments by TAC prepared at TAC 51, IITA's response, and the executive summary of the EMR.The panel commended the IITA strategic plan, and noted the success of the program of biological control of the cassava mealybug. It recommended a more strategic crop management research capacity to strengthen on farm research, and more formal and active study of the impact IITA research, a point supported by many delegates at the CGIAR discussion. A major concern of the panel, shared with the EMR, was a set of problems in research management, including high turnover of scientific staff, lack of cohesion and poor communication. In a jointly prepared chapter the two panels recommended an extensive reorganization to improve communication and effectiveness.The report assessed each of the IITA research programs: resource management; crop management; root, tuber and plantain improvement; grain legume improvement; maize; rice; and biological control. It also discussed information and research services, the roles of junior and visiting scientists, and several scientific issues. Other topics were research management; international cooperation including interactions with NARS and training; and interaction with other international research centers, in and out of the CGIAR. Relations with CIMMYT remained difficult. It closed with a discussion of the future of the Institute.
