Report of the second system wide review of the CGIAR, conducted during 1981. The document contains: a summary of the discussion of the report during the meeting of the CGIAR in November 1981: a letter of transmittal to the members of the CGIAR from Warren C. Baum as chairman of the review panel; and the report itself. There are four appendices: a summary of the views expressed by developing country representatives at a series of seminars organized by the review; a description of the CGIAR system; and two memoranda on the roles of center boards of trustees by the Chair of the Group of Board Chairs, and the CGIAR Secretariat.The study panel had 18 members, plus several observers, and was served by a study team headed by Michael Arnold of the Cambridge Plant Breeding Institute. In addition to an analytical history of the Group, the report contains 24 recommendations, covering principles for the inclusion of activities in the CGIAR, modes of operation, organization and management, participation by developing countries, funding the system, and future strategy and the five-year indicative plan.
