Fourth external program and management review (EPMR) of CIP conducted from September 1994 through January 1995 by a panel chaired by David MacKenzie. The document also contains an excerpt from the summary of proceedings of the CGIAR meeting of May 1995, a transmittal from the TAC Chairman and CGIAR Executive Secretary, TAC's commentary, CIP's response, and a transmittal from the panel chairman.In an experimental approach, the panel concentrated on a limited number of important issues rather than a comprehensive review. The panel commended CIP's accomplishments in spite of a shortage of funds and security problems in Peru. It suggested a need to reconcile ecoregional activities in the Andes with CIP's operational mandate, which should be revised. It recommended that CIP disengage from technical assistance in support of NARS, and divest some of its research and training activities to them. The panel also called for a mid term review of breeding programs, which TAC thought should be commissioned by CIP itself. CIP was asked to focus its work on pest and disease management on strategic research of global relevance. TAC supported the panel in urging CIP to speed up cleaning its germplasm collections for both potato and sweet potato. With solid financial management CIP had been able to overcome its financial crisis and start to rebuild reserves. It was important to strengthen scientific capacity. There were in all 20 recommendations, which were generally endorsed by TAC.Agenda document at TAC 66, and the CGIAR meeting in May 1995.
