Paper commissioned by the Task Force on Impact Assessment organized by the Public Awareness and Resource Mobilization Committee (PARC) and prepared by economists from the University of California at Davis, and IFPRI, and representing their personal views.The paper addresses the needs for and objectives of impact assessment (both ex ante and ex post) in the CGIAR; the range of useful approaches; the roles and existing efforts of entities within the CGIAR; future needs not now addressed, the approaches and methods that might apply, and their likely costs; and finally key principles and some options for institutionalizing impact assessment within the CGIAR. The authors conclude that a very small committee should lead the development of the actual institutions required. The appendix lists representative efforts by IARCs in relation to research evaluation and priority setting over the past several years.The paper was considered by the Task Force and was a background document for the workshop on impact assessment held prior to MTM95 in May 1995.
