Report of the TAC quinquennial review of CIP conducted in 1983. The document includes a summary of the discussion in the CGIAR meeting in October-November 1983, transmittal letters from review panel chair R. W. Hougas to TAC Chairman Guy Camus, and from Camus to CGIAR Chairman Warren Baum, as well as TAC's commentary and CIP's response. The report describes review panel activities, including its observation of CIP's December 1982 internal review, and interaction with the team conducting the concurrent 1983 External Management Review of CIP. The Panel strongly affirmed the suitability of the potato as a subject of CGIAR-sponsored research. It recommended that post harvest and processing be included in the Center's mandate. CIP's nine research thrusts were described and analyzed in terms of their strengths, limitations, impacts, and future directions. The reviewers endorsed the food systems approach of CIP's Social Science Department and recommended further study of broad policy issues, in collaboration with IFPRI where appropriate. The report also discussed the organization and operations of CIP's seven regional research programs and networks, and considered their impact and the technology packages they delivered. The final section offered a general assessment of CIP's progress and accomplishments since its first quinquennial review. It also analyzed the Center's long-term comparative advantage, based on its World Potato Collection, its leadership and support role among regional networks, and its success in developing methodological approaches to farm level production constraints.Discussed at TAC 30 in March 1983, approved by TAC at its 31st meeting in June-July 1983, and considered at the CGIAR meeting, October-November 1983.
