Description Report of an external management review of CIP, conducted in late 1988 and 1989, concurrently with an external program review, by a panel chaired by Lowell Hardin. The document contains a transmittal and comment by the CGIAR Executive Secretary, a letter from the CIP Board Chair describing the process by which CIP intended to address the recommendations of both reviews, and a transmittal from the panel chairman.The two external reviews, were delayed by about six months to permit CIP to start to remove weaknesses identified by a self-study. The review found the center in the process of implementing a change plan. The panel identified three major challenges:1. preparing itself for the era that would follow the departure in early 1991 of its founding director general, Richard Sawyer;2. improving its research management structures and processes, and formulating a clearly articulated center-wide strategy; and3. improving the operations of its board, and upgrading its systems and procedures for managing human, financial, and physical resources.The panel made a number of recommendations for the center to consider. Rather than respond immediately, CIP described the process through which it would implement change. The CGIAR Executive Secretary joined TAC in asking that CIP should inform TAC and the Group of the steps it took, and communicate a completed strategic plan when ready.Agenda document at TAC 51, and the CGIAR meeting in May 1990.
