Report by Alex McCalla, TAC chairman, on the collaboration between the TAC and the CGIAR Secretariats to redesign review processes in the CGIAR. A progress report from the Inter-Secretariat Working Group on Reviews is attached.The document describes the evolution of the CGIAR's review process, and the implications of the current relaunching of the CGIAR. It addresses not only review of centers, but also reviews of CGIAR programs, and of topics of special interest. In the latter category it discusses strategic studies for systemwide planning, regional commitments, and impact assessments. There is also consideration of how interactions between IARCs and NARS should affect the review process.A plan of work for this subject was developed at TAC 62. Drafts were discussed at TAC63 and TAC64, and tentative conclusions drawn in the latter meeting. Comments were requested in early 1994 from donors and centers, and these were considered by the Working Group in preparing the present paper. It was discussed at TAC65 and by an Ad Hoc Evaluation Committee during CGIAR International Centers Week, October 1994.
