Description Report of TAC 77 held at ISNAR, The Hague, Netherlands, September 20-24, 1999, Don Winkelmann presiding. (Draft report approved without change at TAC 78.) The Chairman reported on CGIAR decisions on the recommendations of the System Review affecting TAC.TAC identified themes for its next version of priorities and strategies, particularly germplasm improvement, integrated natural resources management, biotechnology, and poverty. It discussed reports on an FAO/Netherlands conference on the multifunctional nature of agriculture and land, a CDC sponsored meeting at Bilderberg on integrated natural resource management, and a conference on poverty sponsored by CIAT, and climate change. TAC started analysis of the changes in the external environment over the next decade likely to influence the research portfolio. It discussed with the CGIAR Secretariat, plans for the joint study of partnerships in the System.TAC reviewed progress on the review of plant breeding methodologies. It also reviewed the work of the Impact Assessment and Evaluation Group, and the status of plans to integrate the IAEG with TAC. The external review (EPMR) of ICARDA was found to be incomplete. It would be revised and considered again at TAC 78. The Committee reviewed ILRI's progress in responding to its EPMR and a draft strategy paper for the center. It heard a report on behalf of the Systemwide Genetic Resources Program (SGRP) on the genebank investment plan, and declined a request for set aside funds for intercenter research on roots and tubers. TAC found center financing plans for 2000 generally consistent with the program endorsed by the CGIAR.TAC discussed the review of systemwide programs with an ecoregional approach, and prepared a commentary for the CGIAR. TAC found that a paper submitted by the center directors on sustainable agricultural development in Central Asia and the Caucasus did not provide a strategy to guide research in the region.
