Description Report of the 29th meeting of TAC held in Washington, D.C., November 4-6, 1982, Professor Guy Camus presiding. Professor Camus reported orally on TAC 29 to the CGIAR meeting that followed immediately.TAC discussed with center directors and the CGIAR Secretariat, the process whereby it considered IARC program and budget proposals. It agreed that rather than being cut down from an unrealistically high expectation of availabilities, the decisions should build up from a lower level using center priority rankings. Center directors objected strongly to the actual levels where it was proposed to start the process, which they found undesirable and dangerously low. Embarking on a process of establishing a coherent set of priorities for the system, TAC decided to reassess the priorities of ongoing activities, survey center mandates and their interpretation, and review the relationships of centers and national programs of developing countries. These subjects were discussed with the center directors.TAC held a preliminary discussion of the Second Quinquennial Review of CIMMYT. It received center director comments on revised guidelines for external reviews of centers, and progress reports on reviews for CIP, ICARDA, IITA, and WARDA. TAC member Alvim reported on the Bouaké conference on upland rice, and TAC member Mortelmans on an upcoming meeting on livestock diseases. Clive James of CIMMYT reported on plans, with IDRC, to test the feasibility of a data transfer network among centers using satellites.
