The studies had pointed to agroforestry, tree crops, aquatic resources, and soil and water management as significant research gaps in the CGIAR, and Arnold's paper discusses concerns some expressed over the affect of any expansion of CGIAR mandates on the focus and critical mass of expertise of its existing food crop research. Appropriate areas of decentralization and of systemwide coordination are also discussed.
