Description Report prepared by an ad hoc panel on tropical forestry on the mandate, governance, management, and methods of operations of the IUFRO Special Program for Developing Countries. The report describes the existing, relatively small, program and assesses its impact, as well as its planned evolution from an IUFRO subprogram toward an independent tropical forestry research center. It follows in general the outline of the other reports on non associated programs being considered for CGIAR support. It was prepared in connection with the TAC's consideration of whether to recommend expanding the CGIAR mandate to include forestry.
