Paper by the CGIAR Oversight Committee paper distributed as background to the discussion of the Committee's report to CGIAR International Centers Week, October 1993. It follows up on the second item of the Committee's work plan as approved at its first meeting.The paper describes the structure of the CGIAR, and raises the possibility of various adjustments in the light of changes in the financial and operating environment. It addresses, in particular, the central structure of the CGIAR, and analyzes the need for central services for the Group. Four alternative institutional structures are presented: no change, a smaller TAC, replacing TAC with a policy advisory council, and eliminating all external advisory functions. The report also considers the possibility of combining the CGIAR and TAC secretariats.The Committee solicits feedback to its chairman before coming to its own conclusions on these matters.
