Report of the sixteenth meeting of TAC, held 30 May to 3 June 1977 at CIAT in Cali, Colombia, TAC chairman Ralph Cummings presiding. TAC heard and discussed reports on the stripe review of farming systems research; the proposed vegetable research project; plans for a meeting of donors interested in soybean research; the founding, outside the CGIAR, of the International Center for Research on Agro-Forestry (ICRAF); water management research; the UN Conference on Desertification; and groundnut aflatoxins. A preliminary discussion was held on a consultant report on water buffalo.The report of the quinquennial review of CIP was endorsed for submission to the CGIAR. The draft report of the CIAT review panel was presented and discussed, and a progress report made on plans for the IITA review. A TAC mission to ILCA reported on the situation after the resignation of the director general, and in the light of problems in Ethiopia, and evaluated ILCA's 1978 program and budget, which TAC endorsed. TAC reviewed and commented on the p&bs of the other centers.The chairman distributed a report of a meeting of European donors in Munich in April 1997 to confer about a proposed international service to assist national agricultural research systems. TAC's discussion focused on how IARCs could work effectively with national program partners and the appropriate involvement of the FAO.
