Description External program and management review of ISNAR conducted between May and December 1996 by a panel chaired by Samuel Paul. The document contains an extract from the report of the CGIAR meeting of May 1997, a transmittal letter from the TAC Chairman and CGIAR Executive Secretary, TAC comments, ISNAR's response, and a transmittal letter from the review panel chair.While praising ISNAR's accomplishments, the panel recommended that the Institute define and interpret its niche both to guide its future planning and improve the understanding of its role by clients and donors. ISNAR should move toward the research-based end of its work, leaving to others the less research-based area. It should move up the capacity-building ladder concentrating on institutional capacities within and outside of NARS, rather than assisting NARS directly. (ISNAR gave only qualified support to this recommendation.) The panel urged ISNAR to reformulate its strategy, and adjust its mix of activities and skills to meet the requirements of the changing environment. Besides these main recommendations, the panel made a number of others, including more staff trained in management, improved human resources systems, and a modern system for circulating and filing documents.TAC endorsed the recommendations, and added encouragement for more collaboration with other IARCs and the FAO. TAC also encouraged more attention to the research agenda, and maintaining the quality of research. In its discussion the CGIAR said that ISNAR should focus on weaker NARS and collaborate with stronger NARS. The report of the panel was generally endorsed.
