Description Paper prepared by the CGIAR Center Directors Committee articulating a CGIAR approach to Sub-Saharan Africa. Responding to a SPAAR/FARA Vision for African Agricultural Research (in the collection) and the Third CGIAR System Review call for a collaborative focus on Africa, the center directors convened three meetings between senior representatives of African national and regional research organizations and their center colleagues, to prepare this strategy. The report of one of these, Meeting of Minds in Nairobi in May 1999, is in the collection.The paper emphasizes finding complementary roles for the CGIAR centers and others involved. It includes a jointly developed vision statement, and a strategy based on four main elements:1. Germplasm and natural resource management technologies that offer clients a wide range of options for enhancing productivity in an environmentally sustainable manner.2. Technology dissemination and farmer empowerment to catalyze the adoption of innovations that will increase food security and incomes of the poor.3. Policy research to provide options that foster enabling environments for the adoption of these innovations and strengthen NARS in the area.4. Capacity building to help develop further a cadre of qualified, experienced, and motivated African research and development specialists, managers and policy makers who will lead the region in attaining the goals of the shared vision for Africa. The strategy was to be implemented through innovative and effective partnership mechanisms.Agenda document at TAC 78 and the CGIAR meeting in May 2000.
