Description |
Report of the first external management review (EMR) mission to WARDA, with transmittal from CGIAR Executive Secretary Curtis Farrar. Stressing the interdependence of management and program concerns particularly in this case, TAC urged the CGIAR to regard the recommendations of the external program review and the EMR as an integrated package.In introducing the EMR, Farrar pointed out that the changes recommended were intended to approximate within the context of an intergovernmental association, which WARDA was, the program conditions found at other CGIAR centers. The review recommended the appointment by the CGIAR of seven members from outside of West Africa to a strengthened WARDA's Scientific and Technical Committee.The report was discussed at TAC 32 in November 1983 and TAC 33 in March 1984. The recommendations were approved at the CGIAR meeting in May 1984.
