Description Summary report of the mid term meeting of the CGIAR held in Berlin, May 16-20, 1988, chaired by W. David Hopper. FRG Minister for Economic Cooperation Hans Klein addressed the meeting. TAC Chairman Alexander McCalla reported on the 45th meeting of TAC. There were also presentations on agricultural research in Germany, an introductory talk on biotechnology, and reports on coordination in Sub-Saharan Africa. Medium term programs for CIP and IBPGR were approved, the later subject to review of an IBPGR Committee report recommending increased funding.A substantial part of the meeting was devoted to environmental issues. The meeting heard an overview of the Report of the World Commission on the Environment from the secretary of the commission, and a comment from Gordon Conway of the International Institute for Environment and Development (IIED). TAC member E. T. York presented a TAC paper on the research implications of agricultural sustainability. Several other talks were made by environmental experts. Sustainability was reemphasized as part of the CGIAR System's mission, and the broad sweep of the TAC paper approved. The Chairman set up a small group headed by Leslie Swindale, Director General of ICRISAT, to examine research priorities and future actions. The Group endorsed the need for a program of research on vegetables, but could not agree on how to proceed. The Chairman said he would explore the political problems arising from AVRDC's location in Taiwan. It was decided to launch an examination of the potential for expanding the system to include a number of non-associated centers. There was a consensus on holding two meetings of the CGIAR a year, the mid term meeting being much smaller than ICW. The system of representation of developing countries by region was retained, with steps taken to improve its effectiveness. Annexes: Mr. Klein's talk; list of participants; statement by Nicholas Mumba of Zambia on regional representation.
