Report of the external management review (EMR) of IFPRI, conducted in 1984 concurrently with the external program review. The panel chair was Michael Arnold. The document includes a transmittal letter from the CGIAR Executive Secretary to the CGIAR Chairman, and the response of IFPRI's Board of Trustees to the two review reports.The management review panel found a need for greater delegation of authority to reduce the burden on the director and reduce gaps caused by the informal style of management. One step proposed was a new position of deputy director. The panel also recommended strengthened management of human resources, notable more systematic performance appraisal reviews. In agreement with the EPR, it expressed concern about IFPRI's dependence on special projects, and found a need to improve core funding. IFPRI was cautioned to increase its working capital.The EMR of IFPRI was discussed at TAC 34 in June 1984, and at the CGIAR meeting in November of the same year.
