Memorandum transmitting and commenting on a series of documents relating to the proposed restructuring of WARDA's management structure to bring its management structure in line with requirements expressed by the CGIAR for continued CG support. The documents consist of:I. the report of Joseph Hulse, leader of the CGIAR-IDRC delegation to the August 1986 special meeting of the Governing Council of WARDA which attaches, among other things Moise Mensah's report on his consultations, and a record on the of the governing council meeting;II. TAC's views on integrated rice research program in West Africa; andIII. the resolution of a June-July 1986 meeting of the chiefs of state of the Economic Community of West African States (ECOWAS) regarding the commitment of member states to pay their dues in arrears and to stabilize their support to WARDA.
