Based on a projection of contribution growth rates seen in 1978 and 1979, an US$ 8.5 million shortfall between the system's net requirements and contributions was expected in 1980. The financial outlook up to 1983 was examined under a number of scenarios related to a possible system expansion and growth in the work programs of existing centers.
