Description Report of a TAC study on CGIAR commitments in Latin America and the Caribbean conducted by a panel chaired by Dr. Lucio Reca between October 1997 and July 1998. The document also contains a transmittal by the TAC Chair, TAC's commentary, and a transmittal from the panel chair. A desk study of the region by the Economic Commission for Latin America (CEPAL) provided the basis for terms of reference approved at TAC 73. The present study was considered at TAC 75 and 76 and comments were prepared at TAC 77. It was presented to the CGIAR meeting in May 1999.The panel was asked particularly to look at relationships between the CGIAR and other actors in the region, and how it should evolve in the future. The TAC commentary addressed the conclusions of the report. Among the key points were moving upstream in the countries with stronger NARS, while becoming more active in poorer countries; and extending collaboration with NARS, the private sector, and NGOs. TAC suggested that the region could serve as a laboratory for contractual arrangements between the public and private sectors. TAC found lack of clarity on the critical issue of collaboration on natural resource management research, which was lagging in the region. TAC also felt that a more proactive approach than recommended by the panel needed to be taken to working with NGOs to address poverty, and to the issue of biodiversity. It recommended exploring some of the areas of information exchange identified by the panel.Considering the report at ICW 99 (see the summary report of that meeting) the CGIAR found it critical to work with GFAR and NARS to better define poverty, food security, and environmental degradation, and then decide what was required to deal with them in this heterogeneous region.
