Secretariat paper discussing the emerging issue of international institutions, which by virtue of the relevance of their work to CGIAR objectives and IARC programs, are considered as having a special relationship with the Group. AVRDC, ICIPE, IFDC, IFPRI, and most recently, ICRAF warranted consideration as associate centers, and in all likelihood, the international development community would see a proliferation of such centers in the ensuing years. For the CGIAR, this raised the issue of how to define associate status. The paper presents two alternatives, one with and one without funding, in addition to present practice of giving informal, ad hoc recognition to certain activities which the Group wishes to encourage, but does not wish to sponsor officially.
