Description Report of the 25th meeting of TAC, held in Addis Ababa from 24 February-3 March 1981, Ralph Cummings, Chairman of TAC, presiding. TAC discussed its role and working procedures in the context of recent experience and the CGIAR System Review. It found no reason to change its terms of reference, but offered clarifications of its evolving role. TAC decided that it would continue to chose a case by case basis the institutional form for implementing CGIAR supported research, and stressed increased collaboration between international and national agricultural research.On the basis of on year of operational experience at ISNAR, TAC discussed the role, program, and priorities of ISNAR with the Director General of the service, and found little to change. TAC commented on a the draft of a consultant study of plant nutrition research, to be considered again at TAC 26. In spite of the lack of support for its proposed water management institute at the October 1980 CGIAR meeting, TAC decided it could not improve on the proposal. It agreed to seek an ad hoc meeting with interested donors under CGIAR auspices. One of the members of TAC was requested to prepare a study of pest management/crop protection in the system, for review with the center directors at TAC 26, as a step toward meeting a request for such a study from the CGIAR.TAC decided to review center proposals for 1982 programs using the same procedures adopted for 1981, but foresaw changes after the System Review. The Committee endorsed the Quinquennial Review of ILRAD and discussed preparations for reviews of ILCA and IRRI. With the benefit of an IBPGR consultant study, TAC discussed plant breeders' rights. TAC decided to employ its own consultant to study additional breeders' rights issues, as it moved toward preparing a position paper for the CGIAR.
