Report of the 1986 Midterm Review of WARDA conducted as a follow-up to the 1983 external management and program reviews of the Center. The review panel chairman was E. T. York. The document includes transmittal letters from Mr. York to the CGIAR Executive Secretary and TAC Chairman, and from them to the CGIAR Chairman.The review examined the role of rice in West Africa, the history of WARDA and of the CGIAR's involvement, current programs, the financial situation, and progress in implementing the recommendations of the 1983 reviews.With rice imports increasing, WARDA's objective of greater rice self sufficiency in the region had clearly not been achieved. The emphasis of WARDA's charter, on technology adoption rather than generation, had been based on the now discredited assumption that existing rice production technology could be readily applied in West Africa. Governance and management problems had persisted. Implementation of the recommendations of the 1983 external reviews was incomplete. Nonpayment by member states necessitated the use of donor program funds to support WARDA's administrative budget. Neither WARDA's research efforts nor its contributions to rice development capacity were consistent with the level of funds it had received over the last 15 years.Given the importance of rice research in West Africa, the panel recommended the establishment of a new West Africa Rice Research Institute with an integrated program incorporating IITA's rice research and training, maintaining both close ties with IRRI, establishing a complementary relationship with WARDA, and seeking the active involvement of WARDA member states.The review was planned at TAC 37, 38 and 39, and discussed at the CGIAR Meeting in May 1986, and at TAC 40
