The first part of TAC's analysis of structural change in the CGIAR and the forms it might take in the long term. This paper was prepared on the basis of discussions at TAC 63 and subsequent consultations with TAC members, by TAC Chairman Alex McCalla. TAC offered to prepare a second part of the paper, if the CGIAR accepted the long term vision, detailing steps required for short- and medium-term transition.After setting forth guiding principles and the vision of the CGIAR, McCalla discussed priorities; institutional capacity, governance, and management; systemwide efficiencies; and a strategy for the 21st Century. The latter heading addressed highest priority programs, systemwide initiatives, and structural options, divided into global efforts and regional mechanisms.Guided by discussion at TAC 63, the paper was submitted to the Group at the CGIAR Mid Term Meeting, May 1994. Follow on steps were considered at TAC 64.
