Description Summary report of the mid term meeting of the CGIAR held in Dresden, Germany, May 21-26, 2000, chaired by Ismail Serageldin. Officials of the German Government and the Free State of Saxony welcomed the meeting. A new CGIAR vision embodying seven planks proposed by TAC was adopted, as was a timetable for exploring structural changes. Ismail Serageldin relinquished the chair, and Ian Johnson, World Bank Vice President for Environmentally and Socially Sustainable Development became chairman-designate.The Group agreed on a long term global effort to create public awareness and mobilize financial resources. It endorsed the concept of a CGIAR/Future Harvest foundation, and requested a business plan and proposal on structure to be presented at ICW 2000. Reports were received from the centers, PARC, GFAR, GRPC, CDC, and CBC. There was a seminar based on a SPIA study of the impact of CGIAR germplasm improvement.The CGIAR adopted the report of its Finance Committee, noting a shortfall of $10 million because of European Commission procedural problems, approved a stable financing plan for 2000 at $340 million, and endorsed the allocation of World Bank funds. The research agenda for 2001 would address the same funding level.An ad hoc committee considered external program and management reviews of ICARDA, IWMI, and WARDA. The Group endorsed the recommendations of the committee concerning these reviews. Expressing concern at the lack of an international agreement on the access, exchange, and benefit of genetic resources for food and agriculture, the Group urged members to bring a GFAR declaration on the subject to the attention of appropriate authorities.Annexes include the agenda, lists of documents and participants, and reports of meetings of the cosponsors, the Oversight and Finance Committees, and committees on genetic resources policy, NGOs, the private sector, and science partnership.
