Description External program and management review of WARDA, conducted between April 1992 and January 1993 by a panel chaired by Declan Walton. The document includes a summary of the discussion of rice research at the CGIAR meeting of May 1993, a transmittal from the TAC Chairman and the CGIAR Executive Secretary, TAC's commentary, WARDA's response, and a transmittal from the panel chair.The review report described a major transformation of WARDA into the form of an IARC. The center was depoliticized, and well managed. Its scientists were of high quality, and there appeared to be good mechanisms for working with NARS and other partners. Relationships with IITA and IRRI were examined in detail. The panel found, however, that funding was not sufficient to fully support the objectives. WARDA's concept of welcoming staff from other centers to provided missing disciplines was endorsed. Women were absent from the senior staff, an imbalance that should be corrected.The panel addressed the need for rice research in West Africa, and WARDA's strategy. and considered possible alternatives to WARDA. Among the appendixes is one on rice research in the CGIAR.Agenda document at TAC 60 and the CGIAR meeting in May 1993, as part of the overall consideration of rice research in the CGIAR.
