Description Summary report of the mid term meeting of the CGIAR held in Istanbul, May 19-22, 1992, V. Rajagopalan presiding. Delegates were welcomed by Mr. Erkan Benli, Under-Secretary, Ministry of Agriculture and Rural Affairs. The Group resumed discussion of CGIAR priorities, strategies, and resources begun at ICW91. Walter Falcon reported on the outcome of a consultation convened in Paris by the CGIAR Chairman in February 1992. Serious budget constraints, novel in CGIAR history, required going beyond "business as usual." Falcon recommended a committee structure to improve System administration.After extensive discussion, the Group approved the revised TAC statement on priorities. It agreed that the TAC draft on strategies and structure should serve as a basis for further elaboration in consultation with all stakeholders. Major subject areas covered in the discussion were ecoregional research, relations with national systems, selectivity, and commodities. The Group endorsed a TAC recommendation on resource envelops for centers through 1998, to serve as a basis for five year plans (MTPs).The Group urged ACIAR to bring CIFOR into existence without delay, and endorsed the main thrusts of the external review of ISNAR. Having considered an external review of ICLARM, the CGIAR decided to support the center unconditionally, but asked for an interim review after three years. A working statement on intellectual property rights, biosafety and biodiversity was adopted (Annex 3).The Group approved recommendations of a CGIAR Secretariat report on regional representation. The Chair appointed a working group on the format of CGIAR meetings, changes to be implemented at ICW92. There were reports on BIOTASK, the Crawford Fund of Australia, preparations for UNCED, and the needs of the Vavilov Institute.Annexes: Agenda, List of Participants, Working Document on Genetic Resources and Intellectual Property Rights.
