Description Report of the Thirtieth Meeting of TAC held in Rome, March 8-15, 1983, Guy Camus presiding. Since 1983 funding was likely to be 2% to 3% above or below the bottom of TAC's bracket, TAC recommended that needed adjustments be proportional among centers. TAC approved CGIAR Secretariat guidelines to centers for 1984.Considerable time was spent by TAC reviewing center special projects to determine which might be considered restricted core. The purpose of the exercise was to obtain additional matching funds from the United States. Out of 126 projects submitted by centers, 50 projects worth $11.4 million in 1983 were recommended to the CGIAR for transfer to core. TAC declared its intention of developing more definitive criteria for any future exercises of this sort.TAC approved a framework to guide its thinking on broad strategic issues, and learned it would be getting data on world agricultural trends from FAO, and CGIAR funding trends from the CGIAR Secretariat.After discussing the Second Quinquennial Review of CIMMYT for a second time, with CIMMYT management, TAC forwarded it with comments to the CGIAR, recommending additional resources in several areas. The draft review of CIP was considered. TAC heard reports of progress and made decisions concerning future reviews of ICARDA, WARDA, and IITA. It asked centers to supplement information assembled by the TAC Secretariat on training, and planned to consider next steps at TAC 31. It heard from the CGIAR Executive Secretary that CIP would be the subject of the first external management review, and postponed revision of guidelines for quinquennial reviews until there was some experience with the management review interface.TAC heard brief reports on several topics, including the status of IIMI, upland rice, and an FAO conference resolution requiring FAO to study the possible establishment of a Plant Genetic Resources Convention and an International Genebank, which might affect the role of IBPG
