The document contains the summary of the CGIAR discussion of the report in October-November 1983, the transmittal of the TAC Chair, ICARDA's response, TAC comments, the transmittal of the panel chairman, Guy Baird, and the full report of the quinquennial review of ICARDA. The report covers the history of ICARDA since its establishment in 1977; the heterogeneity of the center's mandated region, and the inability to carry out the original design involving three and possibly four main stations in different countries. It addresses the research programs, namely Cereal Improvement, Food Legumes Improvement, and Pasture and Forage Improvement; and Farming Systems, as well as support activities, international cooperation and training.The panel considered the relationships of ICARDA with CIMMYT, ICRISAT, ILCA and IITA. It recommended transfer of full responsibility for barley and of some resources for durum wheat from CIMMYT to ICARDA. There was also a recommendation for increased attention to livestock, and to training.TAC supported the panel in recommending development of a limited research program on supplementary irrigation, and expanded work on high altitude agriculture, the latter conditional on involvement with the Arid Zone Research Institute (AZRI) in Pakistan. TAC also underlined the importance of doing farming systems work with or through national systems.
