One of six papers submitted by TAC for discussion at ICW95 as part of the process of revising CGIAR priorities and strategies. This one discusses TAC's understanding of the guidelines laid out by the Group, highlights some themes for further attention, and encourages further discussion of the major elements of priority setting.It discusses CGIAR objectives and their relationship to activities. This leads to four main considerations: a people centered approach, efficiency, alleviation of poverty, and protecting natural resources. The paper also discusses centers in the broader arena, and concludes with a framework for priority setting, on which it asks for CGIAR comment and advice.
