Description Transmittal from External Program and Management Review (EPMR) Panel Chairman Jeffrey Burley. Background on CIFOR's first six years, including the center's first Mid Term Plan (1993) and Strategic Plan (1996). Division of CIFOR research activities into projects on sustainable use and development of nontimber forest products; multiple resource management of natural forests; plantation forestry; assessment of sustainable forest management; causes of deforestation; local livelihoods and poverty; community based forest management; biodiversity conservation; and genetic resources. Appropriatenss of CIFOR's research program to its Mid Term and Strategic Plans, flexibility of the center's ten project structure, and essential links between CIFOR's mission and the goals of the CGIAR. Prescribing tighter, more systematic linkages between CIFOR's research activities and outputs and its mission, the Review Panel suggests one possible grouping of research activities for the center's consideration. The suggested framework entails explicit criteria for priority setting among projects and among activities within projects; ensuring the quality of research done by CIFOR partner institutions and the uniformity of CIFOR's own data; determining which projects should be global and which should use an ecoregional approach; assuring the quality of interdisciplinary work and the integration of biological and social sciences; CIFOR's relations with other IARCs (ICRAF in particular) international programs, and the private sector; CIFOR governance, management, and Board expertise during this, the young center's period of expanding activities.
