Description Main conclusions and informal summary of proceedings of the CGIAR Meeting and International Centers Week, Manila, Philippines, October 27-31, 1980, chaired by Warren C. Baum. Plenary sessions included presentations by centers, the Asian Development Bank, SEARCA and AVRDC. Mr. Baum welcomed the newest donor members, Mexico, the Philippines and Spain. and congratulated the Group on its receipt of the King Baudouin International Development Prize. The Group decided to invest the $50,000 prize to provide a biennial award to an IARC. Mr. Arturo Tanco, Philippines Minister of Agriculture and President of the World Food Council, gave the keynote address.Discussion of the 1980 integrative report was viewed as a preliminary exercise for the forthcoming system review. The Group agreed with the proposed organization of the review, and endorsed an updated five year indicative financial plan. Reporting on TAC's 23rd and 24th meetings, TAC Chairman Ralph Cummings said the committee was examining its own role in the system in preparation for the System Review. The Group accepted TAC's recommendation against providing CGIAR support to ICIPE, but endorsed funding outside of the CGIAR. It asked TAC to rethink its proposal to create an institute on irrigation and water management and report further. The Quinquennial Review of IBPGR was presented and discussed. The Stripe Analysis of off-campus activities at the IARCs was welcomed. The meeting approved center core programs and budgets for 1981, and heard reports of the Center Board Chairmen and the Center Directors.
