March 28, 1980 letter from IFPRI Chairman S. R. Sen to CGIAR Chairman Warren C. Baum explaining the Institute's most recent revised mandate as approved by the Board and its position on headquarters location. The Board opposed narrowing the IFPRI mandate in ways that might jeopardize the Institute's flexibility or the balance between micro- and macro-level investigation,. It defended the priority assigned to trends analysis and trade policy. Concerning TAC's recommendation that the Institute relocate to a developing country, the Board explained its reasons for remaining in Washington. IFPRI's revised mandate and a position paper prepared for the Trustees on the location of institute headquarters are annexed. Document provided for information to the CGIAR meeting, October 1980, and not discussed at the meeting.
