A conference of plenipotentiaries representing the govenments of West Africa states met between September 1 and September 4, 1970 in Dakar, Senegal. Their mission was to adopt the draft WARDA Constitution which is contained as Annex 1. In addition, three resolutions are contained as annexes 2 , 3, and 4. The records are signed by representatives from Gambia, Ghana, Ivory Coast, Liberia, Mali, Mauritania, Nigeria, Senegal, Sierria Leone, Togo, and Upper Volta.
