Description Report of an external program review of CIP conducted in late 1988 and 1989, concurrently with an external management review, by a panel chaired by W. E. Tossell. The document contains a summary of the CGIAR discussion of both reviews at its meeting in May 1990, a transmittal from the TAC Chair with commentary prepared at TAC 51, a letter from the CIP Board Chair describing the process by which CIP intended to address the recommendations of both reviews, and a transmittal from the panel chair. The conclusions and recommendations of the EMR are annexed.The panel praised CIP for its dynamic support for world wide research on the potato, and since 1986 on the sweet potato. It endorse CIP's emphasis on pathogen testing of its germplasm collections to make them broadly available. Noting substantial institutional impact on national research programs and great responsiveness to their needs, it found less evidence of farmer adoption of CIP based materials, and suggested a more integrated strategy to link breeding to farm level constraints, as well as better monitoring and feedback, and use of ex ante impact assessment in planning research strategies.The panel praised the use of contract and collaborative research, and suggested a period of consolidation. Self-study had lead to changes in management structure. Here also some stability would be of value in the short run. An elaboration of CIP's strategic plan would be of value. The panel noted that a period of change was inevitable, following the impending retirement of the founding Director General. There were a considerable number of specific recommendations on many subjects.
