This document, which fit the context of the IFPRI 2020 Vision, was published by IFPRI as a Food Policy Report, and was the basis of a presentation by Per Pinstrup-Andersen to the CGIAR meeting in October 1999. The IFPRI Director General was introduced by Henri Carsalade, FAO representative to the CGIAR Cosponsors, who described the FAO contribution to the report.Pinstrup-Andersen noted that a demand-driven livestock revolution was underway in the developing world. Food production was increasing in the developing world much faster than the developed world, but net cereal imports would almost double by 2020. Food prices would be steady or fall slowly. Hunger and malnutrition, on this projection, would persist to 2020 and beyond.The report cited six issues for the CGIAR to consider: policy-related variables could improve the nutritional status of children; world prices for major cereals were their lowest real level of the century, which might threaten production; poor countries risked losses if they could not negotiate effectively in the forthcoming trade negotiations; agroecological approaches, biotechnology, and information technology and precision farming offered potential for increasing productivity on small-scale farms in developing countries.
