Description Report of the 28th meeting of TAC held at CIMMYT in El Batan, Mexico, June 22-29, 1982, Professor Guy Camus presiding. Proposals from centers for 1983 significantly exceeded the levels expected from donors. Substantial time was spent adjusting individual center levels, and providing a method for making further changes if necessary. The process involved marginal change based on fallback lists provided by the centers and interaction with center directors, with drastic adjustments delayed pending the completion of the TAC reassessment of overall priorities. TAC found the process destructive and wasteful, and recommended measures for improving the review and adjustment of center programs in the future.TAC prepared comments based on the second Quinquennial Review of IRRI for the consideration of the CGIAR, flagging issues requiring discussion. One such was the approach to be taken to mature centers. TAC considered the statement on plant breeders' rights which was prepared at TAC 27 and endorsed by the center directors. The Committee recommended adoption of the statement by the CGIAR as guiding principles in this field. TAC also prepared a statement to the Group to accompany Professor J. Hirst's report on crop protection. The King Baudouin Award went to IRRI for IR36.Under the heading of strategic considerations, TAC discussed with the center directors a secretariat report on center activities in Africa, and decided to continue and broaden this discussion. After a general exchange with the center directors on the subject of quinquennial reviews, TAC identified a number of needed changes in the guidelines for the reviews, which would be discussed further with the directors at TAC 29. It was decided that there would be further discussion of training in the context of TAC's overall review of priorities and strategies. TAC proposed to the CGIAR Secretariat that the next integrative report consider the geographic distribution of center activities.
