Report of TAC 43 held at ILRAD near Nairobi, Kenya, June 22-30, 1987, Professor Guy Camus presiding. TAC discussed the external program and management reviews of IRRI. The EPR encouraged IRRI to move upstream to take advantage of new thinking in science. TAC decided to send the CGIAR an interim commentary and consider the IRRI EPR again when a board-approved strategic plan was available. Having reviewed ILCA's strategy document, TAC prepared its final commentary for the CGIAR on the ILCA EPR. TAC made comments on a draft research strategy for WARDA, and requested the center to initiate a dialogue with IITA.TAC considered the programs of five centers using the new resources allocation process, and eight still using the old one. MTPs for three centers, IFPRI, ILRAD, and ISNAR were approved. CIP and IBPGR were asked to make changes and resubmit their plans. TAC approved a CGIAR program for 1988 representing a 2% real increase over 1987. A joint meeting with center directors proposed revisions in a draft document on external review processes in the CGIAR.TAC and the center directors discussed genetic resources policy, using input by a consultant. TAC asked Leslie Swindale to prepare a draft policy paper for consideration at TAC 44. Various drafts from the three continuing standing committees were reviewed. TAC heard a progress report from the CGIAR Task Force on Sub-Saharan Africa.
