Summary of proceedings and conclusions of a meeting on international agricultural research held at the World Bank, Washington. D. C. January 14-15, 1971, cosponsored by IBRD, FAO and UNDP, and chaired by Burke Knapp, Vice President of IBRD. The meeting was held as a continuation of the series of Bellagio meetings of interested agencies. In addition to the cosponsors, representatives of 17 governments, three regional development banks, three private foundations, IDRC, and the DAC also attended. The purpose was to explore support for creation of the CGIAR. It was agreed to ask the cosponsors to convene the first formal meeting of the CGIAR between mid-April and mid-May 1971. Other conclusions were requests for: revision of secretariat paper on CGIAR objectives and CGIAR organization; a secretariat study of possible participation of developing country representatives; nomination by the cosponsors for approval at the first CGIAR meeting of members for a Technical Advisory Committee (TAC); and FAO in consultation with TAC to prepare a report on the feasibility of a databank on agricultural research for the benefit of developing countries.Opening statements included messages in absentia from Robert McNamara, President of the World Bank and Paul Hoffman, Administrator of UNDP; an FAO overview of the state of agricultural productivity in developing countries; and a Ford and Rockefeller Foundation paper on the philosophy underlying the establishment of the first four IARCs and the CGIAR. Pledges of support were forthcoming from Canada, Netherlands, UK, IDRC, Ford and Rockefeller. The US agreed to provide 25 percent of total contributions up to $7 million, and the World Bank said it would consider making grants.
