Comments by the CGIAR NGO Committee on Consultative Council deliberations on the System Review. The Committee agreed with the Council's recommendations for a systemwide review of plant breeding, strengthening natural resource management networks through partnerships, strengthening policy research at the Center level, and keeping the NGO Committee and Private Sector Committee as separate entities. It expressed reservations about the proposed high level meeting with private sector CEOs. The Committee urged that free access, farmers' rights, and compensation be the philosophic cornerstones of any intellectual property rights unit or units the CGIAR decided to establish.
