Description CGIAR Secretariat paper prepared at the request of the CGIAR meeting in November 1978, exploring the desirability of establishing a CGIAR committee. This could either be a Standby Committee to be called together by the Chairman in case of need as approved by the Group in the first system review, or a standing committee that would meet regularly between CGIAR sessions, to give the CGIAR advice on complex issues before it. After considering the possible roles of both types of committees, the Secretariat proposed that if he felt the prospective financial situation warranted it, the CGIAR Chairman call together a Standby Committee following the July 1979 meeting of TAC.
