Description This study design is the baseline survey for the UNICEF HIV & Safe Water program and aims to answer questions relating to monitoring and segmentation for internal and external applications:

1. Among 15-19 year old internally displaced persons who are single what determines abstinence in terms of opportunity, ability and motivation?

2. Among 15-49 year old internally displaced persons who are married what determines being faithful in terms of opportunity, ability and motivation?

3. Among 15-24 year old internally displaced persons who are sexually active, what determines consistent condom use with non – marital partners in terms of opportunity, ability and motivation?

4. Among internally displaced persons, what determines utilization of VCT in terms of opportunity, ability and motivation?

5. Among internally displaced persons, what determines utilization of Waterguard and hygienic practices in terms of opportunity, ability and motivation?

6. By each risk/behavior combination, what are the levels in logical framework indicators of interest, behavior, risk, that opportunity, ability and motivation constructs found to be correlated with behavior.
