This study aims to answer the following questions useful for improving interventions and monitoring and evaluating program effectiveness in the following areas:High-risk youth: What is the level of coverage, quality of coverage and access of target populations to condom distribution in high transmission areas and how does this change over time? (Mapping Survey) What are significant determinants of condom use among high-risk youth 15-24 who frequent hot spots in high transmission zones? Wit
h a follow-on survey, what is the progress being made over time on the following indicators: condom use among sexually-active youth 15-24 who frequent hotspots in high transmission areas, opportunity, ability and motivation-related determinants of condom use exposure to PSI condom social marketing intervention activities, and output level logic
al framework indicators not addressed by Opportunity, Ability, and Motivation (OAM) determinants of condom use. A cross-sectional study design will be used as a baseline to identify key determinants of condom use, to monitor program progress, and to evaluate the impact of targeted communications activities. This same study design will then be re-used periodically to continue monitoring and evaluating program and activity progress.
