Abstract: Existing studies have exclusively focused on why countries join in the Belt and Road initiative (BRI) while generally ignoring the consequences of participating in the BRI on their national governance. We thus know little about why some BRI participating countries can better seize opportunities for development brought about by the initiative to improve their national governance, whereas others cannot. This article proposes a conditional theory about the impacts of BRI on the national governance of participating countries in the context of the strategic competition among major powers. It argues that while the BRI can generally help improve the performance of national governance, this effect is largely conditional on the political affinity between participating countries and China. Better political relations can significantly increase in-depth cooperation and trust and prevent other third parties from strategically interfering with the BRI in participating countries, thereby making it easier for BRI countries to implement the substance of the BIR to promote good governance. This article empirically tests the conditional theory based on a panel dataset of 195 countries from 2014 to 2020. The results suggest that in the context of strategic competition between China and the United States, the implementation of high-quality BRI projects to promote the improvement in national governance of participating countries not only requires further strengthening of their political relationship with China, but also need to pay attention to preventing strategic interference from third-party countries. 杨竺松、陈冲、杨靖溪:《“一带一路”倡议与东道国的国家治理》,载《世界经济与政治》,2022 年(即刊)。 【内容提要】目前学界对于参与“一带一路”倡议的原因进行了诸多分析,然而关于加入“一带一路”倡议对东道国的国家治理影响仍然缺乏系统的理论和经验研究。既有研究很少关注,为何一些“一带一路”参与国能够较好地抓住倡议所带来的共建机遇和发展红利,提升国家治理水平,而另一些参与国的表现则相对逊色。作者提出“一带一路”倡议对东道国国家治理影响的“有条件影响”分析框架,认为“一带一路”倡议总体上对于参与国提升国家治理水平具有积极影响,但这种影响取决于参与国在政治上对华友好的程度。友好的政治关系通常可以显著增加深度合作与信任,防止第三国对参与国推进“一带一路”倡议的战略干扰,从而更有利于这些参与国落实“一带一路”倡议的实质内容,促进其实现国家良治和发展。利用195个国家2014—2020年的面板数据对上述观点进行实证检验,统计结果支持上述观点,并表明在中美战略竞争时代,高质量推进“一带一路”项目落地,推动东道国的国家治理水平的提升,不仅仅需要在政治上进一步维护与强化参与国的对华友好政治关系,也需要防范第三国的战略干扰。 |
