The COP28 summit concluded in Dubai this week with an historic agreement: the first ever to recognize the need to “transition away” from fossil fuels. Also agreed was the need to triple the capacity of renewables, reduce climate-induced water scarcity, enhance climate resilience to water-related hazards, reduce climate impacts on ecosystems and biodiversity, accelerate uptake of nature-based solutions, and attain climate-resilient food and agricultural production and supply. The summit elevated the interlinkages of food and water systems to new levels, with Day 12 dedicated to food, agriculture, and water. What started as a peripheral issue in earlier COPs has now been raised to center stage, with many discussions revolving around the interconnections of climate, water, food, energy, and ecosystems. During the summit, more than 200 events examined the imperative of food systems transformation while simultaneously ensuring water security and protecting biodiversity. The COP28 UAE Declaration on Sustainable Agriculture, Resilient Food Systems and Climate Action has been endorsed by 158 world leaders. A Ministerial Dialogue on Building Water Resilient Food Systems – supported by NEXUS Gains and including the International Water Management Institute (IWMI) as a founding member – will be taken forward by UNFCCC as a two-year working group reporting to COP30 in Brazil. NEXUS Gains has been asked to help grow the community and act as an advisor. A further impetus for nexus analyses has been the discussions on increased collaboration between IPBES (supported by NEXUS Gains), the Intergovernmental Panel on Climate Change (IPCC), and CGIAR to ensure that food systems solutions are climate resilient, environmentally friendly, and support the poorest producers and consumers. We are proud of NEXUS Gains’ contribution to the summit and – more importantly – our contribution to the evidence base that supported some country negotiators and helped convince 190 countries to back the agreement. Whilst many are disappointed that the agreement language is not stronger, we believe that this is the beginning of the end of the fossil fuel era. We recognize that much needs to be done to turn the pledges made at COP28 into real outcomes. At NEXUS Gains, we look forward to contributing to the science that will help make that happen.
